County COVID Emergency Heating/Cooling Repair/Replace Assistance

Maricopa County residents concerned about the heating or cooling of their home, but have been financially impacted by the COVID-19 Pandemic may be eligible for assistance from the Human Services Department. 

The Housing and Community Development Division provides emergency HVAC assistance to Maricopa County homeowners living outside the cities of Mesa and Phoenix. If you live in Mesa or Phoenix, please click on the links below to learn about home weatherization programs in your area.

How to Apply


Step 1 Check Eligibility

To qualify for assistance, the following criteria must be met:

  • Home is in Maricopa County, but not in the cities of Mesa or Phoenix; 
  • Home is occupied by the owner; and 
  • Household is experiencing financial hardship due to COVID-19 OR a member of the household is 65+ years of age and meets specific criteria. 

The Human Services Department will prioritize households that have at least one household member that is either a child under the age of 18, an adult 60+ years, and/or an individual living with disabilities and/or a medical condition.

Step 2 Gather Required Documentation

To help establish eligibility, please collect the following documentation. You will need these documents for the online application as well as a telephone interview with the Human Services Department. 

  1. Photo identification of applicant
  2. Documentation demonstrating financial hardship due to COVID-19

Please note that additional documentation may be requested by the Human Services Department. 

Step 3 Complete an Application
